It's the house number...the correct address is:
Via San Bartolomeo del Fossato n. 143/15

Is there a way I can find out who lives at that house today with a name and phone number for that address?

On the Google maps site (street view) maybe you can find the house but I think that it's an apartment...
On White pages this address doesn't appear, certainly it's near S. Maria della Vittoria Church, which is at number 135.

Pinelli Square and the house number should be 1 (on the envelope I read one = uno and not North before Genova).
