It's a birth certificate (act n°52):
Pinto Giovanni was born on March 4 1927 in San Giorgio Jonico (Taranto province), he was son of Francesco and Principale Francesca.
The certificate was issued at request of the interested party on plain paper for appropriate use on May 22 1954, probably for his marriage.
