I am curious about how the military records were created.

I have the ruolo matricolare and estrazione di leva of an ancestor. These documents indicate that he was born in X but living in Y.

X does not have a record of his birth. I checked 10 years before and after the date he provided.

So, where did Y get his birth information? From him? From X? Other?

Ad Arrone non c'è il suo atto di nascita. Quindi vorrei capire come mai sul ruolo matricolare è scritto 'Arrone'. Chi ha fornito questi dati?

If I understood correctly, I'm learning recently how military registry worked, the data were probably provided by your ancestor.
Unfortunately there are no online archives for Arrone and Pozzaglia Sabina.
So, I would suggest either:
1) Asking the diocesi of Terni if your ancestor was baptised in Arrone
2) Looking for their death certificate (maybe Pozzaglia Sabina?)

However, they are both very small villages so I don't know what you'll find.
These are the "easiest" way you have right now to place them geographically and temporally.

Also tracking their spouse history could be helpful.
